[Node Titan] Why is the PSU fan not running?

The fan of the built-in power supply in the Node Titan spins up once at startup to indicate that the power has been turned on but afterwards, it only turns on when needed to cool down the power supply. If the power supply isn't under load and doesn't require cooling, the fan does not turn on.
